David Bains has spent over thirty years in Aerospace as Engineer and Program Manager, with Mechanical and Electrical Engineering responsibilities. Management experience includes managing People, Budgets, Programs and Workloads. Engineering experience includes Systems, Design, Certification, Analysis, 6 Sigma Quality, Test and Product Support. He currently is employed by General Atomics Aeronautical Systems, and has also worked for General Electric Aircraft Engines, Douglas Aircraft Co., Garrett Airesearch Manufacturing Co. and Hughes Aircraft Co. Mr. Bains received his Bachelor of Science in Mechanical Engineering from California State University, Long Beach in May 1983. Mr. Bains joined the Foundation Board in 2004.

H.O. "Bud" Biggs, Chairman of the Board
H.O. "Bud" Biggs has been in the cement business since 1962. He started his career with Kaiser Cement in Cupertino, California and worked through various jobs in quality control and concrete research labs until 1980. He graduated in 1980 from San Jose State University with a Bachelor of Arts in Chemistry. He held various management jobs with Kaiser and Hanson Cement through 1988 when Mitsubishi Cement purchased the Cushenbury CA plant. He was production manager and plant manager through 2006 and is presently VP of Operations, responsible for the Cushenbury plant and Long Beach import facility. Mr. Biggs joined the Foundation Board in 1994 and has been Chairman of the Board since 1995.
Rosalie Cameron graduated from Los Angeles County School of Nursing. She also completed her Bachelor's of Nursing from California State University, Dominguez Hills and has been in Nursing for the past 18 years. Mrs. Cameron joined the Foundation Board in 2008.
Buck Goodspeed is co-owner of The Goodspeed Cos. based in Hesperia providing motor fuels, lubricants and other petroleum related products and services to the commercial, industrial and government agencies of the High Desert and Inland Empire region. He has served on various petroleum marketer boards as well as Hesperia Chamber of Commerce board and has been a strong supporter of the Hesperia USD student excellence programs. Mr. Goodspeed is honored to join the Foundation Board in 2008.

Andrew Jaramillo is President of Andrew J. Jaramillo Insurance and Financial Services, Inc. in Victorville, CA. Mr. Jaramillo has been in the insurance and financial planning business since 1964 and most of his clientele are educators. His dedication to the improvement of education is so significant that he serves on many boards, such as the Alliance for Education for San Bernardino County. He conducts seminars throughout the state of California and is now expanding to cover nationwide seminars. Mr. Jaramillo joined the Foundation Board in 2005.

Scott Johnson is a member of the Army National Guard and a Public Affairs Officer for Metrolink. Mr. Johnson received a Bachelor of Arts in Journalism and Mass Communication from Iowa State University in 1999 and completed a Masters in Public Administration at California State University, San Bernardino in 2010. He has served as the Public Information Officer for the Moreno Valley Unified School District and Publications Director for the Mighty Ducks of Anaheim. Mr. Johnson joined the Foundation Board in 2011.
Jeff Lewis is an Associate Professor of Organizational Studies and Psychology
for Pitzer College in Claremont, CA. Over the past 17 years Dr. Lewis has
partnered with Mara Winick from the University of Redlands to explore the
learning culture of schools in districts throughout California and has served
as part of evaluation teams working to improve the academic performance of over
300 schools as part of the State's school accountability programs.Winick and Lewis also worked with the state
of Texas on efforts to improve their reading and mathematics teaching and
served as an outside evaluator for Texas Instruments as they piloted and
expanded their MathForward middle school mathematics program in several
states.Recently Dr. Lewis served as the
interim Director of Institutional Research for Pitzer College and works with
project teams from the evaluation program at Claremont Graduate
University.Dr. Lewis received his B.A. degree in Interpersonal
Communications from University of California, Los Angeles in 1982 and his Ph.D.
degree in Experimental Psychology from the University of California, Santa
Barbara in 1993. Dr. Lewis joined the Foundation Board in 2007.
Robert Lovingood is President of ICR Staffing and Industrial Commodity Recruiters in Victorville, CA. Mr. Lovingood founded Hi Desert Personnel Service in 1989. In 1996 Hi Desert Personnel was purchased by Comarco, Inc. where he served as President until 2000. In 2001 he started an engineering contract and recruitment service (Industrial Commodity Recruiters) and an interactive web posting site, DegreedJobs.com. In 2004 ICR Staffing added temporary staffing services to the professional recruitment. Mr. Lovingood joined the Foundation Board in 1996 and has been Vice Chairman since 1999.

Kirtland Mahlum, Director
Kirt Mahlum is a retired court commissioner and was with the San Bernardino Superior Court since 1997. Prior to that he was a practicing attorney in the high desert since 1972. Mr. Mahlum received his Juris Doctor degree in 1969 from California Western University School of Law and his Bachelors in Economics from the University of California at Davis in 1966. He is a past president of the Barstow Unified School District Board of Trustees and is currently the President of the Spring Valley Lake Home Owners Association Board of Directors. Mr. Mahlum joined the Foundation Board in 2009.
Dr. Michael Orosco is an Assistant Professor in Bilingual Special Education for University of California, Riverside. His research focus is on the development and growth of culturally and linguistically diverse student populations in bilingual and dual language immersion settings with a particular emphasis on Response to Intervention in Math and Reading. Dr. Orosco received his M.A. degree in Bilingual/ESL/Special Education from University of Colorado, Boulder and his Ph.D. degree in Educational Equity and Cultural Diversity: Emphasis in bilingual/ESL/Special Education from the University of Colorado, Boulder in 2007. Dr. Orosco joined the Foundation Board in 2010.

Jose Palafox, Director
Jose Palafox is husband to Tracee and father of five children. He is the Managing Member of Starfox Financial Services, LLC in Apple Valley, Ca. Mr. Palafox served for 8 years as an Air Force Weather Specialist, owned and operated businesses in fire safety equipment, dental administration consulting, advertising and for the last 16 years as a financial advisor. Mr. Palafox serves on the Apple Valley Rotary Board and joined the Foundation Board in 2008.

Valley, CA. Rick received two Bachelor's Degrees, one in Physical Education and
one in Recreation, from Southern California College in 1975. After obtaining
his Bachelor's Degree, he spent nine years as a State Park Ranger.He desired to return to his roots and make a
difference in the lives of school children.While serving his last term as a Ranger at Silverwood Lake, he enrolled
at California State University, San Bernardino where he received his teaching
credential and Masters Degree in Special Education.He later received his Tier I and Tier II
Administrative Credential at Azusa Pacific University.He has been a K-12 teacher, Vice Principal
and Principal. It was during his years as an Elementary teacher that he
conceived the idea of the Apple Valley Science and Technology Center, now known
as the Lewis Center for Educational Research.Rick has served as Chairman of the Board for the California Charter
Schools Association, President of the Apple Valley Fire Protection Board of
Directors and President of the Apple Valley Chamber of Commerce.He is the recipient of many awards, including
the CCSA 20th Anniversary Legacy Award, LifeStream Humanitarian of the Year, Spirit of Freedom Award, Daily Press

Donna Siegel, Director
Donna Siegel recently retired from the Southern California Chapter of March of Dimes National Birth Defects Foundation. During her 23 year tenure with the March of Dimes, she held the positions of Inland Empire and High Desert Division Director and Southern California Chapter Field Service Manager. Mrs. Siegel graduated from the University of Texas in 1962 with a Bachelor of Arts in Liberal Arts. She has ardently supported and promoted S.T.E.M. (Science, Technology, Engineering and Math) educational programs over many years. Mrs. Siegel joined the Foundation Board in 2008.
Stringham is founder and President of PrintMart in Victorville, CA, currently
one of the leading printers in the Victor Valley that continually strives to
grow and serve the community. He also founded Precision Data Products in 1992
which currently serves over 10,000 schools nationwide by providing them with
optical mark reading forms used for data collection.Mr. Stringham graduated in 1976 from

Regina Weatherspoon-Bell is President/CEO of Gi & Associates, a boutique Marketing & Business Consulting Agency located in Apple Valley. Mrs. Weatherspoon-Bell has accumulated over 8 years of parent volunteer service to the Apple Valley Unified School District. She serves on the Board of Advisors for some key Non-Profit organizations focused primarily on education, women and children's whole health issues. Rick Wolf, Director
Mr. Rick Wolf retired from public school service in 2006 following thirty-seven (37) years experience as a regular classroom teacher, a Special Education instructor, elementary school principal, and District Director of Student Services. Currently Mr. Wolf serves the Apple Valley Unified School District on a part-time basis as the Expulsion Hearing Chairperson and the District representative on the Lewis Center/ AAE Board of Directors. Mr. Wolf received his Masters Degree in Education from California State University, San Bernardino in 1981.
